The questions have to be questions the apex court will hear: a conflict of High Court views, a substantial question of law, or a public-importance path under Article 184(3). Sometimes the honest next step is a review in the High Court, not a CPLA. Sometimes it is a stay pending leave. We name that before you pay for a petition that will not survive the first filter.
